If you searched for “Odisha DET 2026 exam date,” “Odisha polytechnic entrance exam hall ticket,” or “DET Odisha syllabus 2026” — read this first.

Odisha has not conducted a written entrance examination for polytechnic admission since 2016.

The Directorate of Technical Education and Training (DTE&T), Odisha, discontinued the written Diploma Entrance Test (DET) from the 2016-17 academic session onwards. From that year, all diploma course admissions — Engineering, Technology, Architecture, Non-Engineering, and Film & TV — are conducted entirely on a merit basis using marks obtained in the qualifying Class 10 examination.

Applications are submitted online through the SAMS (Student Academic Management System) Odisha portal at skill.samsodisha.gov.in and samsodisha.gov.in. This is Odisha’s centralised e-admission platform developed by the Government of Odisha.

Eligibility — Who Can Apply

For 1st Semester (1st Year) Diploma Engineering / Technology

Educational qualification:

  • Must have passed Class 10 (High School Certificate) or equivalent from BSE (Board of Secondary Education) Odisha or any recognised equivalent board — CBSE, ICSE, or other state boards
  • Minimum 35% aggregate marks in the qualifying examination
  • Minimum 30% marks in each subject individually — this is an important Odisha-specific requirement. Even if your aggregate is 35%, failing to score 30% in any individual subject makes you ineligible
  • Compulsory subjects in Class 10: Mathematics, English, and Science
  • Students appearing for Class 10 in 2026 can also apply — final marks submitted at counselling
  • Migration certificate required for students passing Class 10 from any board other than BSE Odisha

Age limit:

  • Minimum age: 14 years as of July 1, 2026 — students who will turn 14 by July 1 are eligible
  • No maximum age limit — confirmed by DTE&T official notifications

Domicile — S-Category and Others: Odisha classifies applicants into categories based on domicile. Students belonging to Odisha (Odisha residents) fall under S-Category — which has priority access to state quota seats. Students from outside Odisha can apply under non-S categories for the remaining seats.

For 3rd Semester (2nd Year) — Lateral Entry

Odisha provides lateral entry to the 3rd semester (2nd year) of diploma courses — skipping the 1st year entirely. Two categories are eligible, but their seat allocation is different:

Category 1 — ITI (Engineering Trade / COE Trade) pass-outs: Students who have passed a 2-year ITI Engineering Trade or COE Trade course after Class 10 (HSC) are eligible for lateral entry. 80% of lateral entry seats are reserved for ITI pass-outs.

Category 2 — Class 12 (+2) Science with PCM: Students who have passed +2 (Class 12) with Physics, Chemistry, and Mathematics are eligible for lateral entry. 20% of lateral entry seats are for +2 PCM pass-outs.

Also eligible: +2 Vocational (2-year course) in Engineering Trades pass-outs.

Important: Lateral entry seats are supernumerary — 10% over and above the regular 1st-year intake. They do not reduce seats for fresh Class 10 admissions.

Note: For under-matric ITI courses (ITI done without passing Class 10 first), the candidate must have passed HSC/Class 10 at the time of applying for lateral entry into diploma courses.

Supernumerary Seats — TFW and EWS

Beyond regular and lateral entry seats, Odisha provides additional supernumerary seats:

TFW (Tuition Fee Waiver) seats: 5% of sanctioned intake at each polytechnic — supernumerary over and above regular intake. For economically weaker students (those not covered under SC/ST reservation) whose family’s gross annual income does not exceed the prescribed limit. These students get full tuition fee waiver. TFW applicants must produce an Income & Asset Certificate in the prescribed format from a competent Odisha authority.

EWS (Economically Weaker Sections) seats: 10% of sanctioned intake — supernumerary. For OC (general category) students whose family annual income is below the EWS threshold. EWS certificate required from competent authority.

Online mode only: Unlike Tamil Nadu, Odisha’s polytechnic admission process is completely online. No offline forms are available.

The Merit List — How It Works

After the application window closes, DTE&T Odisha prepares the merit list ranking all qualified candidates by their Class 10 aggregate marks.

Separate merit lists are prepared based on:

  • Domicile category — S-Category (Odisha domicile) and others
  • Reservation category — SC, ST, OBC, EWS, General, PwD, etc.
  • Course/branch — each branch has its own merit list

The merit list is published on the SAMS portal. Candidates can check their merit rank by logging in with their application credentials.

Tie-breaking rule: When two candidates have identical aggregate marks, DTE&T applies additional criteria as per government norms — typically higher marks in Mathematics, then Science, then age — to determine the final rank order.

Counselling — The Freeze / Float / Slide System

Odisha’s counselling is conducted in online mode in two rounds at the SAMS portal.

This is one of Odisha’s most student-friendly features — the Freeze / Float / Slide option system, which gives students control over their seat after allotment.

How it works:

After seat allotment in Round 1, each candidate who receives an allotment gets three choices:

FREEZE: Accept the allotted seat permanently. You will not participate in Round 2. The seat is confirmed for you.

FLOAT: Accept the allotted seat temporarily BUT participate in Round 2 hoping for a better allotment. If Round 2 gives you a better seat (higher in your preference list), you automatically move to that better seat. Your Round 1 seat is released. If Round 2 does not improve your allotment, you retain your Round 1 seat.

SLIDE: Accept the allotted seat temporarily and participate in Round 2 specifically for improvement within the same institution (same college, different branch). You stay in the same college regardless — but try to get a better branch.

What to choose:

  • If you are completely happy with Round 1 allotment → FREEZE
  • If you want a better college or branch anywhere → FLOAT
  • If you are happy with the college but want a better branch there → SLIDE

This system prevents students from losing their Round 1 seat while still trying for improvement. It is fairer than systems where you must unconditionally surrender your seat to participate in the next round.

Choice filling for counselling: During the option entry window, fill as many college-branch combinations as possible. More options = better chance of getting a preferred seat. Include government polytechnics across multiple Odisha districts if you are open to relocating.

Change of Branch — Unique Feature

Odisha allows students admitted in the 1st year to change their branch within the same institution — before the end of May, based on inter-se merit (their HSC marks compared to other students in the same institution).

Rules:

  • Change of branch is permitted only within the same polytechnic — not between colleges
  • The change must not exceed the sanctioned strength of any branch
  • Students admitted under supernumerary seats (TFW/EWS) cannot change to branches different from their original admission branch

This means if you get your second-choice branch initially and you have strong Class 10 marks, you may be able to move to your first-choice branch before the academic year properly begins.

Government Scholarship Schemes — Unique to Odisha

Odisha government provides multiple scholarship and welfare schemes specifically for polytechnic students. These are unique to Odisha and provide significant financial support:

Sudakshya Scheme: Exclusively for girl students admitted to government polytechnic colleges. Encourages female participation in technical education. Eligible girl students receive direct financial assistance. Details available at the allotted government polytechnic after admission.

Post-Matric Scholarship: For SC, ST, and OBC students. Financial support based on family income criteria. Applied through the official scholarship portal after joining college.

Kalia Scholarship: For children of farmers in Odisha covered under the KALIA (Krushak Assistance for Livelihood and Income Augmentation) scheme. Applied through the scholarship portal post-admission.

Green Passage Scheme: For orphan students — free education under this scheme. Students whose parents have deceased and who have no financial support can apply for this scheme. One of the most compassionate provisions in any state’s polytechnic admission system.

Financial Assistance on Death of Father/Financing Guardian: SCTE&VT Odisha has a specific scheme providing financial assistance to diploma students in cases of death of their father or financing guardian during the course of study. This ensures continuation of education even during family tragedies.

After admission, check with your college principal and visit scholarship.odisha.gov.in for all applicable scholarship applications.

Top Government Polytechnic Colleges in Odisha

Odisha has government polytechnics across all districts. The most well-regarded:

Government Polytechnic, Bhubaneswar — The capital city polytechnic with the broadest industry connections. Computer Science and Engineering is particularly strong given Bhubaneswar’s growing IT sector — TCS, Infosys, and Mindtree have presence here. L&T regularly conducts campus drives at Government Polytechnic Bhubaneswar, as confirmed from official college placement records.

Government Polytechnic, Cuttack — Odisha’s commercial and judicial capital. Civil and Mechanical Engineering strong here. Cuttack’s infrastructure development and construction sector creates consistent demand for diploma engineers.

Government Polytechnic, Berhampur (Ganjam) — Serves South Odisha. Civil Engineering particularly strong given the region’s coastline development and port infrastructure projects.

Government Polytechnic, Rourkela — Rourkela is Odisha’s steel city. Mechanical Engineering graduates here have exceptional placement opportunities — SAIL (Steel Authority of India Limited) Rourkela Steel Plant, and private steel companies are major local employers. Electrical Engineering is also strong given the power infrastructure around the steel plant.

Fees — Government and Private Comparison

One of Odisha’s major strengths is the affordability of government polytechnic education:

College TypeAnnual Tuition Fee
Government Polytechnic₹5,000–6,000 per year
Private SCTE&VT Affiliated₹20,000–40,000 per year

Hostel: Most government polytechnics in Odisha provide hostel facilities at approximately ₹3,000 per year (excluding food). This is among the lowest hostel fees in India for technical education institutions.

Combined with the available scholarship schemes, a student from an SC/ST or OBC background admitted to a government polytechnic in Odisha can pursue a full 3-year diploma with very minimal out-of-pocket expense. The government’s commitment to technical education access across communities and geographies is one of Odisha’s genuine policy strengths.

Career After Odisha Polytechnic Diploma

Odisha state government employment: Junior Engineer (JE) posts in Odisha PWD (Roads Division, Works Division), WATCO (Water Corporation of Odisha), GEDCOL (Green Energy Development Corporation of Odisha), OPGC, GRIDCO, and other state departments. SCTE&VT diploma is the qualifying credential for most technical JE posts.

Odisha’s industrial ecosystem — exceptional opportunities:

Steel and Metals: Odisha is India’s largest iron ore producer and home to major steel plants. SAIL Rourkela Steel Plant, TATA Steel Kalinganagar (Jajpur), JSW Steel (Jharsuguda), RINL, and BPSL — all have significant hiring from Odisha polytechnics. Mechanical and Electrical diploma graduates in particular find strong career pathways here.

Aluminium: NALCO (National Aluminium Company) at Damanjodi and Angul is one of India’s largest aluminium producers. Electrical and Mechanical diploma holders regularly enter NALCO through NAPS apprenticeship.

Mining: Odisha’s mining sector — coal (Mahanadi Coalfields), chromite, bauxite, limestone — creates specific demand for Mining Engineering diploma holders that few other states can match.

Power Sector: NTPC Kaniha, OPGC, and multiple power projects across Odisha hire Electrical and Mechanical diploma engineers consistently.

IT Sector (Bhubaneswar): Bhubaneswar’s growing IT hub with TCS, Infosys, Mindtree, Wipro, and other companies creates demand for CSE and IT diploma graduates. The Smart City project and the state’s Digital Odisha initiative expand opportunities further.

LEET — Lateral Entry to B.Tech: After completing your SCTE&VT diploma, you can appear for Odisha’s OJEE (Odisha Joint Entrance Examination) lateral entry option and join B.Tech 2nd year directly at Odisha engineering colleges. Complete your engineering degree in 3 more years.
