Who Is Eligible to Participate in DCECE 2026 Counselling
Every candidate who appeared for DCECE 2026 on May 23–24 and downloaded a rank card from bceceboard.bihar.gov.in is eligible to participate in counselling. There is no separate qualifying cutoff for the entrance exam — all appearing candidates are ranked, and all ranked candidates can register for counselling.
DCECE counselling covers three groups. Group PE (Polytechnic Engineering) is for students seeking admission to diploma engineering programmes — Civil, Mechanical, Electrical, Electronics, Computer Science, and other engineering branches at government and private polytechnics across Bihar. Group PM (Paramedical Intermediate level) and Group PMM (Paramedical Matric level) cover paramedical diploma programmes including Pharmacy, X-Ray, Lab Technology, OT Technology, and others.
For state quota seats — which constitute the majority of seats in government polytechnics — Bihar domicile is required. Students whose parents are Bihar residents or who have studied in Bihar for the required duration qualify for state quota. How to Register for DCECE 2026 Counselling on bceceboard.bihar.gov.in
When BCECEB activates the counselling registration link, follow these steps exactly. The login credentials are the same ones you used during the original DCECE application process.
- Open bceceboard.bihar.gov.in or the dedicated counselling portal bcece.admissions.nic.in.
- Look for the “DCECE 2026 Counselling Registration” link on the homepage. BCECEB typically places it prominently under the Latest Notifications section.
- Log in using your Registration Number and Password. Your roll number printed on the rank card may also work as a login credential — both are typically accepted.
- Verify and confirm your personal details — name, date of birth, category, and group (PE/PM/PMM). If any detail is incorrect, report to BCECEB immediately through the official contact channels before proceeding.

Choice filling is where you select the colleges and branches you want, in order of preference. Your rank, your choices, your category, and seat availability together determine what you get. The quality of your choice list directly determines your outcome — a student with rank 500 who fills choices carelessly can end up with a worse seat than a student with rank 2,000 who fills choices strategically.
BCECEB allows you to select as many colleges and branches as you wish — there is no penalty for filling more choices. Build your list in three layers:
Priority 1–10 (Reach choices): Your absolute first preferences — dream colleges and preferred branches even if your rank is slightly above the previous year’s closing rank. In 2025, objections to seat allotment were allowed — so if you feel a seat should have been yours, the process has a review mechanism. List what you want most, even ambitiously.
Priority 11–30 (Target choices): Colleges and branches that realistically match your rank based on previous year closing ranks. This is the range where most students actually receive their allotment. Research the 2024 and 2025 DCECE closing ranks at bceceboard.bihar.gov.in or education portals before filling this section.
Priority 31 onwards (Safety net): Colleges and branches you would genuinely accept if nothing better opens. Never leave this section empty. Students who fill only 5–10 optimistic choices and receive no allotment in Round 1 are left with no seat — while seats they would have been happy with go unfilled because no one listed them.
Once you have filled and reviewed your choices, click Lock Choices before the deadline. Locked choices cannot be changed under any circumstances. Prepare your full list on paper before entering it on the portal — do not make impulsive decisions directly on screen.
How BCECEB Allots Seats — The Logic Behind the Process
Seat allotment in DCECE 2026 follows a merit-and-preference based logic. For every seat — defined as a specific college, branch, and category combination — BCECEB sorts all candidates who have listed that seat in their choice list by their rank. The candidate with the best rank gets the seat. This runs simultaneously across all seats and all colleges.
You receive the best seat from your choice list that your rank can secure. Not necessarily your first choice — the best one your rank can actually get. If your rank cannot secure any option on your list, you receive no allotment in that round.
Category reservation applies within this logic. SC, ST, BC, and EWS candidates compete within their category seat pool. If a reserved category candidate’s rank is strong enough to secure a seat in the general pool, they are allotted there — reservation provides a floor, not a ceiling.
DCECE runs multiple counselling rounds. In 2024, BCECEB conducted two regular rounds and one mop-up round. After Round 1, students who received a seat they are happy with report to the college. Those who received a seat but prefer something better can participate in Round 2 — where vacated seats from upgraders re-enter the pool. Students who received no allotment in Round 1 also participate in Round 2.
The mop-up round fills any seats that remain vacant after both regular rounds. It is typically the final opportunity. After mop-up, remaining vacancies may go through institutional-level spot admissions managed by individual colleges.

- Class 10 board certificate (passing certificate) — original + photocopy
- Class 10 marksheet — original + photocopy

For PM (Paramedical Intermediate level) candidates, additionally carry your Class 12 (Intermediate) marksheet and passing certificate. For PMM (Paramedical Matric level) candidates, Class 10 documents are sufficient.
Carry all originals even if you think some may not apply. College staff will tell you what is not needed. Missing any document on the list risks cancellation of your admission — and collecting a replacement certificate takes time you may not have within the reporting window.
Admission Fee and What Happens After Verification
After document verification, the college records your admission and issues a receipt. The admission fee at the time of reporting is ₹1,000 by demand draft in favour of the Principal of the allotted institution. This is a fixed amount confirmed by the DCECE 2024 admission process. After paying the admission fee and completing verification, you are formally admitted to the college. Your seat is confirmed. You will receive an admission number and enrollment details from the college for the academic year 2026–27.
If you participate in Round 2 for a better seat — and receive one — you must surrender your Round 1 seat, complete verification at the new college, and pay the admission fee there. Bihar Domicile Requirement — What It Means and How to Verify
The majority of seats across government polytechnics in Bihar are under state quota — reserved for candidates with Bihar domicile. A Bihar domicile certificate establishes that you are a permanent resident of Bihar or that your parents are Bihar residents.
The domicile certificate must be issued by a Bihar government authority — Circle Officer, Sub-Divisional Officer (SDO), or District Magistrate. Certificates from other states are not accepted for Bihar state quota purposes.
If you do not have a Bihar domicile certificate and need one, apply at your nearest Circle Office or SDO office immediately. Processing time for domicile certificates in Bihar is typically 7–15 working days. Is DCECE 2026 counselling the same as applying to the college separately?
No. DCECE counselling is a centralised process managed entirely by BCECEB. You do not apply to individual colleges. Your choice list submitted on bceceboard.bihar.gov.in determines which college and branch you are allotted. After allotment, you report directly to that college for verification and admission. No separate college application is needed.
How many choices should I fill during DCECE 2026 counselling?
Fill as many as the portal allows — there is no restriction on the number of choices and no penalty for filling more. Students who fill 5 choices and do not get them walk away with nothing. Students who fill 40–50 choices across colleges, branches, and categories almost always receive at least one government polytechnic allotment. Can I change my choices after locking them?
No. Once you click Lock Choices, changes are not permitted. This is why preparing your full list on paper before entering it on the portal is essential. Review your order carefully — particularly your safety net choices — before locking.
My Round 1 allotment is not the branch I wanted — what do I do?
Participate in Round 2. Report to the Round 1 allotted college, complete document verification, and pay the admission fee to hold your Round 1 seat. Then register your choices again for Round 2. If Round 2 gives you a better option, move to it. If not, you retain your Round 1 seat. Surrendering Round 1 without participating in Round 2 means you have no seat.
What if I get no allotment in both Round 1 and Round 2?
Participate in the mop-up round. BCECEB conducts a mop-up round for seats remaining after two regular rounds. The mop-up round is your last opportunity in the centralised process. After mop-up, individual colleges may manage residual vacancies through institutional spot admissions — contact specific colleges directly if you miss the mop-up round.
Government Polytechnic Patna — how competitive is it and what rank gets you in?
Government Polytechnic Patna 7 is the most competitive polytechnic in Bihar. Based on previous year patterns, Civil and Mechanical Engineering here closed at very low ranks — typically within 500 for OC (General) category in Round 1. For CSE/Computer Science equivalent branches, the closing rank may be slightly higher but still very competitive. With a rank under 500, all branches at Government Polytechnic Patna 7 are realistic. For rank 500–2,000, you have strong access in later rounds.
I am from Jharkhand — can I participate in DCECE 2026 counselling?
Yes — you can participate in counselling for seats not under Bihar state domicile quota. Check the official seat matrix when BCECEB publishes it at bceceboard.bihar.gov.in. Management quota and some open seats at private polytechnics do not require Bihar domicile. Government polytechnic state quota seats do require Bihar domicile — those are not available to non-Bihar candidates.
